In this procurement, Helen Ltd (later "Contracting Authority") is seeking a construction company as an excellent alliance partner for implementing the sea water system part of the Contracting Authority's Sea Water Heat Recovery Project. The project consists of two parts: 1. Sea Water System, and 2. Salmisaari Heat Pump Plant.


This project alliance procurement concerns the part 1: Sea Water System only but excavation works related to the part 2 will be included to this procurement as an option.


The project alliance scope covers all necessary work for the full completion of the Sea Water System. The preliminary technical scope covers e.g. process planning and optimization of the Sea Water System part of the Sea Water Heat Recovery Project, construction and excavation on urban industrial area in Helsinki as well as tunneling under the Baltic Sea, project management and coordination, procurement as well as design and implementation of the required equipment.


The preliminary plan for the excavation method of water intake and discharge tunnels is to use the tunnel boring (TBM) technology together with drill & blast method.


The target year for commissioning is 2029 but commissioning may be partly possible already earlier.


In this procurement, the Contracting Authority is targeting to ensure the preconditions of smooth cooperation and success for the execution and duration of the Alliance. The Contracting Authority is looking for the winning candidate with best preconditions to achieve truly excellent results in an Alliance together with the Contracting Authority. Therefore, the competitive negotiated procedure is emphasized as workshops, similarly to the Australian alliance model. The Contracting Authority appreciates Tenderer Candidate's alliance experience and experience in projects similar to the project in question.


This procurement is not divided into lots as chosen procurement model will enable project implementation in a tight time schedule and deliver significant synergies.


The Contracting Authority may offer supply chain financing possibility to the awarded Tenderer on a later phase of this procurement. Main benefits of the supply chain financing to the Tenderer would then be for example improving cash flow, intensification in working capital and improving revenue percent of return on investment (ROCE). By joining the supply chain financing program, the Tenderer would have a possibility for significant improvement on payment terms. Contracting Authority's partner in supply chain financing is a trusted and reputable Nordic financing services group.

Helen have awarded to YIT (50%, Finland) and ACCIONA (50%, Spain), the EUR400 million contract for a tunnel system in a seawater heat recovery project in Salmisaari, Helsinki. The contract includes design and development of the project, which involves the use of a TBM to build an approximately 17Km undersea tunnel. The tunnel will transport up to 50m3/second of seawater at 2 degrees Celsius, from 70 meters deep in the Baltic Sea, for use in the district heating system of the Finnish capital.

This system will help supply domestic hot water and heating (as well as cooling in summer), in which the heat or thermal energy will be produced in the production plant and distributed through a network of urban pipelines.

The work will start with a development phase expected to last until autumn 2024, for which a contract will be signed. Public enquiry considered route proposal which may include 54 km tunnel under Mt Ambin amongst others. March 1998.   Mt Ambin base tunnel now known as AlpeTunnel and 52 km alignment is being defined by long exploration boreholes. Proposed railway will shave 3 h off the journey from Lyon in France to Turin in Italy and is a top priority project within the EU. Route will carry 10.5 million passengers and 14 million t freight each year. Tunnel will take six years to construct and will cost $5 billion. Design is for twin 8 m-diameter tubes with 30 to 50 m separation linked by cross passages. Located mainly in calceschists, metamorphic basement rocks, Triassic dolomites and quartzites with schists, Jurassic marls and limestones, sandstones and flysch. Window access at Venaus (7 km-long), Modane (6.5 km-long), La Praz (8.7 km-long), and St Martin la Porte (1 km-long). $315 million preliminary design investigation programme will include some tunnels between 2001 and 2007, when work should commence on main tunnels for six years. Commissioning scheduled for 2015. Second 12 km-long tunnel required on Italian side to bypass Bussoleno. Warme Hamburg awarded to Implenia the EUR 72 million (CHF 75 million) contract to build a tunnel under the River Elbe for Hamburg’s new district heating network. Implenia will be responsible for the detailed design and basic construction of the tunnel and the district heating pipe, as well as for planning and installing the required operating technology. Implenia has been working on the design since October 2021 (Phase 1). It has now been given the contract for the further planning and construction, commencing at the start of 2022 (Phase 2).  

District heating generation in Hamburg is set to change fundamentally over the next few years. Central power plants north of the Elbe are being decommissioned and replaced by an efficient and decentralised district heating network. Climate-neutral waste heat is being taken from various sources, including a waste recycling plant, the wastewater heat pump of a sewage treatment plant and other energy-intensive industrial operations south of the Elbe. The heat will be combined in a storage circuit and brought to the required temperature. A new Elbe tunnel is needed to reach consumers north of the River Elbe. This will be drilled about two kilometres west of the Elbe Tunnel on the A7 motorway, from Köhlfleethafen near Finkenwerder to the Elbchaussee on the north bank.  

Implenia’s Special Foundations department is creating diaphragm walls up to 42 m deep for the start and end shafts. A TBM will drill a 1.16-km-long tunnel between the two shafts with a diameter of around 4.5 m, and lined with precast concrete sections. Access and operating equipment will be built into the two shafts for future use. The contract also includes installation of the technical building equipment and the district heating pipe with supply and return flow.

Replacement for the abandoned Fljotsdalur project will utilise three dams with capacity of 8.5 million cu m of water which will feed underground powerhouse with maximum dimensions 90 m-long x 18 m-wide x 40 m-high through a 40 km-long x 7.5 m-diameter TBM-driven headrace tunnel and 500 m-high x 6 m-diameter penstock shaft. A 650 m-long access adit will be required for the powerhouse together with a 1.6 km-long x 8 m-wide tailrace tunnel. A 400 m-high x 5 m-diameter surge shaft, a 11 km-long x 6.5 m-diameter TBM-driven diversion tunnel and 12.7 km of 5 m-high drill/blast horseshoe section tunnels will also be required. They are Impregilo; Balfour Beatty; a joint venture of NCC, Hochtief and Iceland Prime Contractor (IPC); and a joint venture of Skanska, ístak, E. Pihl & Sí¸n and Vinci.The tunnel will head eastward to a juncture with a diversion tunnel from the Ufsarlí³n reservoir. From there, a single tunnel continues north-east to the Teigsbjarg escarpment. The tunnel between the Hí¡lslí³n reservoir and the Teigsbjarg escarpment is 39.8 km-long, approximately 7 m in diameter and will be drilled using full-face TBMs (23.7 km) and drill/blast (16.1 km). The tunnel from the Ufsarlí³n reservoir totals 13.3 km (phase 2, component 2), is 5.5 m in diameter and will also be TBM-driven and blasted (9.9 km / 3.4 km). Access to the tunnel is via four adits, one at the Hí¡lslí³n reservoir, one in the Glíºmsstadadalur valley (2.8 km), one at river Axarí¡ (2.7 km) and one at the Teigsbjarg escarpment (1.4 km).River Jökulsí¡ í¡ Dal will be diverted past the Kí¡rahnjíºkar dam site, using two underground diversion tunnels. Rivers Kelduí¡, Grjí³tí¡, Innri-Saudí¡, Ytri-Saudí¡, Fellsí¡ and Sultarranaí¡ will be diverted into the Ufsarlí³n reservoir through the Kelduí¡rgöng tunnel (2 km-long, 4.5 m in diameter) and the Grjí³tí¡ tunnel (1,750 m, 5 m in diameter). This is called the Hraun diversion (phase 2, component 4).Also 1.7 km 4.5 m-diameter surge tunnel, to be drilled/blasted.Geology will consist of basaltic formations. The tendering phase for the headrace tunnel will start on 29th November, 2002. Main contracts to be awarded in March 2003 for commissioning in 2007. The lead consultants are the Kí¡rahnjíºkar Engineering JV including VST Consultants, Almenna Consultants, Rafteikning Consultants - all Icelandic - Elektrowatt-Ekono of Switzerland and Montgomery Watson Harza of the US.The powerhouse will be located underground and will be approximately 115 m-long, 14 m-wide and with a maximum height of 34 m. Access to the powerhouse and to the transformer room will be through a blasted 800 m-long tunnel extending from the Fljí³tsdalur (Nordurdalur) valley.
